should倒装句一般表示的是虚拟语气,表示语气较强的假设,意思是“万一”, “竟然”。

省略as if 将should提前，意思是“有些人认为的监管缺乏区别，仿佛应该用一些疯狂的将那些合法的产业全部灭掉一般”。
我觉得这里作者应该对这个industry持否定的态度，好像这个industry不是非常正规的样子，没上下文只能按这个句子样子这样猜了
